Planning and Executing Forest Pest Emergency Response Drills


When an exotic forest pest is detected, the first few hours and days are critical. A rapid, coordinated response might contain the incursion and allow eradication. A slow or disorganized response can mean the pest establishes permanently. Emergency response plans exist for these scenarios, but plans on paper don’t tell you whether your team can actually execute under pressure.

That’s where emergency response drills come in. Well-designed exercises test plans, train personnel, identify gaps, and build coordination before a real incident occurs. Here’s how to make them worthwhile rather than just box-ticking exercises.

Defining Clear Objectives

Start by deciding what you want to learn from the drill. Are you testing the initial detection and notification process? Evaluating decision-making under time pressure? Checking if equipment is accessible and functional? Assessing coordination between multiple agencies? Different objectives require different drill designs.

Trying to test everything at once usually means testing nothing thoroughly. Focus each drill on specific aspects of the response. You can run multiple drills over time to cover different scenarios and phases of response.

Objectives should be measurable. Instead of “test communication procedures,” aim for “verify that field crews can reach the incident commander within 30 minutes of detection.” Specific objectives make it easier to evaluate whether the drill succeeded.

Scenario Development

The scenario needs to be realistic enough to be taken seriously but not so complex that it becomes unmanageable. Base it on genuine threats—pests that could plausibly arrive in your area, detection circumstances that match real pathways, and locations that reflect actual forest types and land ownerships.

Include enough detail to drive decisions. Where exactly was the pest found? How many specimens? In what life stage? What’s the surrounding forest composition? What other properties are nearby? Is the site accessible by road? Weather conditions matter too—your response to a pest detection in accessible terrain during good weather differs from one in remote mountains during a snowstorm.

Inject scenario updates during the drill. Maybe additional detection sites are reported. Or a contractor reports seeing similar insects at another location. Or media inquiries start coming in. These complications test how participants handle evolving situations and competing demands.

Keep some details hidden from participants until they ask the right questions. In real incidents, information isn’t handed to you—you have to actively seek it. If participants don’t think to check property boundaries, host plant distribution, or access restrictions, they don’t get that information.

Participant Roles

Identify who needs to participate. This includes obvious roles—incident commander, field survey crews, laboratory staff, communications officers—and less obvious ones like equipment coordinators, finance staff (who’ll process emergency expenditures), and liaison officers who interact with landowners or other agencies.

Assign roles explicitly. Don’t assume people know which hat they’re wearing. In small teams, individuals might need to play multiple roles, but they should be clear about what they’re responsible for at any given time.

Include external agencies if they’d be involved in a real response. This might mean neighboring jurisdictions, state or federal authorities, research institutions, or industry representatives. Coordination across organizational boundaries is often the weakest part of emergency response, making it particularly important to practice.

Consider using role players to simulate entities that can’t practically participate. Someone can play the role of laboratory staff providing diagnostic results, media representatives asking questions, or landowners calling with concerns. This adds realism without requiring everyone to attend.

Drill Formats

Table-top exercises gather participants in a room to talk through a scenario. They’re relatively inexpensive and low-stress, good for testing decision-making processes and communication protocols. Participants discuss what they would do, what resources they’d need, and how they’d coordinate. The facilitator presents the scenario and injects updates based on participant decisions.

Functional exercises add more realism. Participants don’t just talk about what they’d do—they actually do it, minus the full-scale field deployment. The incident commander sets up a command post, communications systems get activated, notifications go out through official channels, resource requests get processed. This tests whether systems actually work and whether people can operate them under pressure.

Full-scale exercises deploy people and equipment as if responding to a real incident. Survey crews go to the “detection site,” inspectors examine “infested” material (provided for the exercise), decontamination procedures get implemented, and specimens go to the lab. These are expensive and logistically complex but provide the most realistic test of response capabilities.

Start with table-top exercises if you’re new to drilling. Move to functional and full-scale exercises as plans mature and participants become more comfortable.

Timing and Duration

Real emergencies don’t happen during business hours. Consider scheduling some drills at awkward times—early morning, late afternoon, or weekends—to test after-hours notification systems and response availability. Can you actually reach key personnel when it’s not convenient?

Duration varies by drill type. Table-top exercises might run two to four hours. Functional exercises could take a full day. Full-scale exercises might extend over multiple days if you’re testing sustained operations.

Build in breaks for complex or long drills. Sustained operations are tiring, and testing fatigue management is valuable, but participants also need opportunities to step out of role, ask clarifying questions, and discuss what’s happening.

Observer and Evaluator Roles

Assign people to observe and evaluate rather than participate. They watch how participants perform, note what works well and what doesn’t, track adherence to plans and procedures, and identify training needs.

Give evaluators specific things to look for based on drill objectives. If you’re testing communication, evaluators track message timeliness, clarity, and routing. If you’re testing resource mobilization, they time how long processes take and document bottlenecks.

Evaluators shouldn’t interfere during the drill unless safety concerns arise. The point is to see how participants handle things on their own, not to help them succeed. Struggling during a drill is fine—better to discover problems in an exercise than during a real incident.

Realism Versus Safety

Drills should be realistic, but not at the expense of safety. Using actual pesticides, operating heavy equipment in unfamiliar areas, or working in hazardous conditions during an exercise creates unnecessary risk. Simulate dangerous activities or use safer substitutes.

Mark drill activities clearly. Equipment, vehicles, and communications should be tagged or otherwise identified as part of the exercise so there’s no confusion with real operations. This is especially important for partially simulated exercises where some activities are real (setting up a command post) while others are simulated (field surveys).

Ensure participants can stop the drill if something goes wrong. Have a clear “break exercise” signal that everyone understands. This is particularly important for full-scale exercises with multiple activities happening simultaneously.

Debrief and After-Action Review

The debrief is where the real learning happens. Gather participants and evaluators after the drill to discuss what occurred, what worked, and what didn’t. Create an environment where people can speak honestly without fear of blame.

Use a structured format. Walk through the timeline of events, highlighting key decision points and actions. Ask what information participants needed but didn’t have, what resources would have been helpful, and what slowed things down.

Focus on systemic issues rather than individual performance. If someone made a mistake, ask why—was the procedure unclear? Was training inadequate? Was the situation confusing? These are system problems that can be fixed.

Document findings in an after-action report. Record specific recommendations for plan updates, training needs, equipment improvements, or coordination mechanisms. Assign responsibility for implementing recommendations and set timelines.

Common Problems

Certain issues come up repeatedly in forest pest response drills:

Communication breakdowns are almost universal in early drills. Radio protocols aren’t followed, notifications don’t reach everyone, or information gets garbled in transmission. Practice and clear standard operating procedures help, but expect this to be an ongoing challenge.

Authority and decision-making confusion frequently emerges. Who makes decisions about delimiting surveys? Who authorizes treatment? Who approves expenditures? Clarifying these ahead of time prevents arguments during responses.

Resource availability assumptions often prove optimistic. Participants assume equipment is readily available, contractors can mobilize immediately, or laboratory capacity is unlimited. Drills reveal actual constraints and lead to more realistic planning.

Documentation gets neglected under pressure. Participants focus on action and forget to record what they’re doing. This causes problems later when trying to reconstruct decisions or justify expenditures.

Fatigue and sustained operations are hard to simulate but critical. Response to a major incursion might last weeks or months. How do you maintain effort over that timeframe? Drills can’t fully replicate this, but discussing it during debriefs helps.

Progressive Exercises

Build drill complexity over time. First exercises might test only the initial detection and notification phase. Once that’s working well, expand to include delimiting surveys. Then add treatment decisions and implementation. Finally, incorporate long-term monitoring and adaptive management.

This progression lets you fix foundational problems before adding complexity. It’s also less overwhelming for participants and easier to evaluate effectively.

Revisit scenarios as plans change or new threats emerge. A drill scenario for an exotic bark beetle might need updating if the pest’s biology becomes better understood or if new detection technologies become available.

Making It Worthwhile

Drills require time and resources that could go toward other priorities. To justify the investment, they need to produce genuine improvement in response capabilities.

This means taking findings seriously and implementing recommendations. If every drill identifies the same problems and nothing changes, participants will view exercises as pointless. Demonstrable improvements between drills show that the process matters.

It also means making drills relevant to participants’ jobs. Scenarios should reflect real risks they might face. Roles should align with actual responsibilities. Procedures tested should be ones they’d use in practice.

Done well, emergency response drills build confidence, competence, and relationships. Participants learn to work together under pressure, understand their roles, and know who to call when problems arise. When a real incursion happens—and eventually one will—that preparation makes all the difference between containing a new pest and watching it become permanently established.
